Subject:           PUBLICATION OF REQUEST FOR PROPOSAL IN LEADING NEWSPAPERS

Pakistan Nursing & Midwifery Council (PN&MC), established by the Federal Government under the Pakistan Nursing Council Act 1973, invites proposal from well reputed individuals/consultants/law firms/companies for “Framing of Service Regulations of PN&MC” using single stage-two envelope bidding procedure under Rule 36(B) of Public Procurement Rules, 2004. The individual/consultants/firms should have strong knowledge of evaluation of laws/statutes, drafting and framing of rules/regulations, working in legal field, but not less than 10 years and must be registered with relevant tax authorities in Pakistan including Income Tax are on FBR’s Active Taxpayer’s List (ATL). Individual/consultants/Firms worked with health sector may be preferred. Selected individual/consultant/firm may also be assigned drafting of other regulations/rules on same terms.

  1. Bidding document/RFP containing complete detailed terms and conditions can be obtained during working hours in lieu of payment of Rs.2,000/- (non-refundable) in the shape of pay order / bank draft in favour of “Pakistan Nursing and Midwifery Council”
  2. The sealed bids/proposals prepared in accordance with the instructions in the bidding document/RFP, must reach on or before 20th of January 2024 uptill 11:00 hours to the office of  Secretary PN&MC. Technical bid will be opened on the same day at 11:30 hours in presence of the bidders/their representatives who may like to attend.
  3. The President PN&MC reserves the right to accept or reject any or all proposal / bids in accordance with PPRA Rules.

Hiring of Chartered Accountant Firm to conduct special Audit of Pakistan Nursing Council for the year ended on 30th June, 2019 till 30th June, 2021.

REQUEST FOR PROPOSAL (RFP) FROM REPUTABLE CHARTERED ACCOUNTANTS TO CONDUCT SPECIAL AUDIT OF PNC FOR THE YEAR ENDED ON 30TH JUNE 2019 TILL 30TH JUNE 2021     

Pakistan Nursing & Midwifery Council is an autonomous, regulatory body and was established under the PNMC Act, 1973 to regulate Nurses, LHVs, and Midwives in Pakistan.

PNMC invites proposals from interested Chartered Accountant firms who have satisfactory QCR rating from ICAP and in ATL of FBR, which should have vast experience of audit of autonomous bodies. Only those firms should apply whose Islamabad/Rawalpindi office will be able to handle complete assignment independently. Audit of PNC is a time bound exercise and has to be completed within a month. Hence, assurance from CA firm(s) interested in submitting a proposal in this respect will also be required. Quality and Cost based selection will be used.

Request for proposals (RFP) document (containing TOR, evaluation criteria, deadline and place of submitting of RFP) is available for interested bidders at the office of Treasurer, Pakistan Nursing & Midwifery Council, NIH, Chak Shahzad, Islamabad. RFP can also be downloaded from PNC website http://www.pnmc.gov.pk and PPRA Website at http://www.ppra.org.pk, free of cost. Interested firms are encouraged to send their letter of intent/proposal with firm Profile, list of clients in Islamabad and rest of Pakistan, CVs of Partners and key staff and details of team to be deployed for Audit of PNMC to undersigned for evaluation, within 15 days of publication of this advertisement. Technical and financial proposal shall be submitted simultaneously.

The Council has the right to accept or reject one or all of the letters of intent / Proposal given in response to this advertisement as per PPRA Rules, 2004. The proposal prepared in accordance with the instructions in the RFP document must reach at following address within 15 days of publication of the advertisement. Technical proposal will be opened the same day at 03:00 pm in the presence of notified committee.
